This monograph provides a theoretical understanding of the concept of “parliamentary procedure” and “parliamentary process” in Russia, their constitutional dimension. The author concludes that the parliamentary procedure should be based on the principles of democracy, ideological and political diversity (decisions are made by the majority only with respect for the rights and taking into account the opinion of the parliamentary opposition), with observance of the rights and guarantees of participants in the parliamentary process, as well as a clear formal and logical certainty of the parliamentary procedure. In addition to a consistent analysis of each of the parliamentary procedures and their classification, the main emphasis in the book is on finding reserves for their development. First of all, this concerns the legislative process, the jurisdictional powers of parliament (many of which supplemented the list of powers of the Russian parliament only after the constitutional reform of 2020) and parliamentary investigation. The author places great emphasis on the correlation with foreign and regional practice.
