Course Syllabus
Abstract
The course "Fundamentals of Financial and Legal Regulation in BRICS Countries" is an elective course designed to provide a deeper understanding of current trends in public finance and financial law in the BRICS countries. The course examines legal, economic, and social approaches to the formation of a state mechanism for distributing national income in the BRICS countries, including the specifics of the budget process, taxation, the organization of state audit, banking, and currency regulation. The course's methodological basis is the study of the national characteristics of financial and legal regulation in the BRICS countries in a comparative legal context, allowing students to gain a deeper understanding of the models and instruments for organizing and legally regulating public and private finance in individual countries and identify prospects for the development of financial law in the Russian Federation. Upon completion of this course, students acquire skills in navigating the legal and financial systems of the BRICS countries and are able to conduct accurate comparative legal research on financial law issues. The curriculum includes lectures, seminars, independent study of theoretical material to prepare for seminars, and the completion of an educational comparative legal project.
Learning Objectives
- Developing a systemic perspective and in-depth professional competencies that enable comparative legal research, identifying patterns, trends, and best practices for subsequent regulatory development in the field of financial law.
Expected Learning Outcomes
- in-depth study of the methodology of legal regulation, including the formation of knowledge on various sources of information on the legal framework for public finance in the BRICS countries, and on the characteristics of national legislation on public finance in the Russian Federation and other BRICS countries, considering the cultural context
- mastering the methodology of comparative legal research, including the formation of the ability to conduct a comparative legal analysis of approaches and means to regulate public finance, taking into account the social fundamentals
- the formation of skills in searching for information on the legal regulation of public finance in the BRICS countries, analyzing and processing the information received; identifying legally significant information while analyzing documentation for a comparative legal study
- mastering the skills of legal design, including the development of skills to formulate conclusions and proposals to improve the legal framework for public finance in the Russian Federation, considering the best practices of foreign countries
- mastering the skills to present comparative legal research results
