Abstract

Жилье - одна из базовых потребностей человека. С другой стороны, рынки жилья в капиталистических экономиках носят зачастую спекулятивный характер. Поэтому одновременное достижение двух целей - предоставление доступного жилья всем нуждающимся - и либерализация рынка жилья - кажется невозможным. Действительно, во многих странах эти вопросы решались и решаются по-разному, и в большинстве случаев не в пользу роста доступности жилья. Поэтому предлагаемый курс основан не только на теоретических выводах, но и на реальных кейсах институционального устройства систем предоставления доступного жилья и способах измерения доступности.Housing Policy: Population Studies Aspects Home, shelter is one of the basic human needs. On the other hand, when we see how housing markets work, we see them as markets of very speculative good. Therefore, the simultaneous achievement of two goals - providing affordable housing to all those in need - and the liberalization of the housing market - seems impossible. Indeed, in many countries these issues have been and are being resolved in different ways, and in most cases not in favor of increasing housing affordability. Therefore, the proposed course is based not only on theoretical conclusions, but also on real cases of the institutional arrangement of affordable housing systems and methods for measuring affordability.
