The monograph provides insight into the role of state in the social and economic development of the country. It is based on author’s extensive experience that consolidates his work in the Academy of Science and State Planning Committee of the USSR during 1967–1991, in the Ministry of Economy and in Government of Russian Federation during 1991–1998 and in RAO “EES of Russia” and “ROSNANO” company during 1998–2018. The book deals with the birth of state as social and economic institution, history of its development, various economic theories. Special attention is given to the views of Russian thinkers of XVII–XX century on the economic life of the society, relations of state and economy in the USSR, formation of new Russian state, current problems and solutions approaches.
