Course Syllabus
Abstract
The European Union is often singled out as the most advanced case of regionalism. This course introduces students to history of European integration and to the current state of affairs. The course explores the institutional set-up and functioning of the European Union, its major policy areas, internal challenges, and emerging agendas across a number of sectoral fields.
Learning Objectives
- The course aims to initiate a systematic and holistic view on the EU, its historical development, principal institutions, key policy areas, decision-making procedures and future development.
Expected Learning Outcomes
- • By exploring historical development of the EU, students are able to find out the evolution of the European integration;
- • By studying European Council and European Commission, students get an opportunity to evaluate their influence on the development of the EU and two principle theories of the EU integration (intergovernmentalism and institutionalism);
- • By estimating the activity of European Parliament and Council of the EU, students will be able to identify their role in the legislative process within the EU borders;
- • By exploring key EU institutions of control, students can estimate the effectiveness of European juridical system, ECA, OLAF, EU Ombudsman and EU Prosecutor Office;
- • By studying other EU institutions, the students can describe the role of the EIB, the Committee of regions, and the Economic and Social Committee in the EU;
- • By estimating key policy areas of the EU, students are able to explain current achievements of the EU integration and the impossibility of its future deepening;
- • By analyzing general practices of EU decision-making procedures, students get an opportunity to study in which spheres either member states, or EU institutions play a key role;
- • By exploring future prospects of the EU development, students will ba able to produce forecasts concerning European integration.

Assessment Elements
- AttendanceAttendance in class is basic and mandatory. Under emergency situation, students should give the Professors advance notices as soon as possible. In order to receive an excellent mark (from 8 to 10), a student must attend at least 80% of lectures and at least 80% of seminars. If a student misses more than 50% of classes (lectures or seminars), the final grade of the student for the 3 module will be reduced by 1. This means, for example, if a student receives 6 and the student missed more than 50% lessons during this module, the student’s mark will be reduced to 5. The final grade for attendance in the 3 module is set in accordance with the coefficient – 0,15 (15%).
- In-class ParticipationIt is absolutely necessary for students to actively participate in the class every time they attend. Students must prepare for in-class work in advance in order to be able to actively participate in the discussion. The statements and answers to the questions must contain well formulated arguments that clearly show your position. To do this, students must demonstrate a quality preparation for the seminar: read all the assigned literature and be ready to perform your critical evaluation of it. The seminar grade for participation is marked on a 10 out of 10-point scale. If a student does not participate in class activities, then the grade is 4 for the specific class. In the course formula, the seminars are accounted for 20%. The final result for the seminar is the sum of all marks divided by the amount of seminars. Then, this average mark for participation is multiplied by coefficient – 0,2 (20%). Students who are active during the lecture classes also receive additional points according to a 10 degree system.
- Midterm TestThe midterm is supposed to be carried out in a written form in the format of test. The maximum score for the midterm exam is 10. The final grade for the midterm test is set in accordance with the coefficient – 0,25 (25%).
- Final ExamFinal exam is conducted in oral form. The student cannot use any additional materials or Internet via the exam, otherwise he or she would be excluded from it. The questions are distributed randomly among the students (10 minutes for preparation). If the student did not pass the exam for the first time, then the student gets “0” and needs to re-pass the exam; if the student did not pass the exam for the second time, then the student has to pass the exam with the committee. Exam and retake formats are similar. The questions are identical.
