Course Syllabus

Abstract

Global Operations is an obligatory course for 4th-year students of the International Business program. Global Operations is a practice-oriented course designed to equip students with a comprehensive understanding of managing operations across international markets. The course covers the global trade environment, including customs architecture, tariff and non-tariff regulation, HS classification of goods, and customs payment calculations. Students study INCOTERMS 2020 rules and their impact on the distribution of costs, risks, and responsibilities between trading parties. The course also addresses supply chain risk management, logistics outsourcing models (1PL–5PL), customs compliance and Authorized Economic Operator (AEO) certification, as well as modern trends such as ESG, Industry 4.0 and 5.0, and digital transformation in global logistics. Through interactive lectures, case studies, calculation exercises, and an individual analytical essay, students develop practical skills in designing and managing international trade operations.

Learning Objectives

• The course aims to: – Develop students’ ability to analyze and design global operations and supply chain architectures for international business; – Build competence in applying modern frameworks for logistics partner evaluation, risk management, and trade compliance; – Equip students with practical skills in INCOTERMS selection, customs compliance, and KPI-based performance management in global logistics; – Foster analytical and decision-making capabilities through real-world case studies and group project work.

Expected Learning Outcomes

• Apply regional strategy frameworks to design an operational model for a company expanding into new international markets.
• Apply HS classification principles to categorize goods and determine applicable customs duties for a given trade scenario.
• Analyze the architecture of global logistics processes, including the allocation of responsibilities between corporate headquarters, local units, customs brokers, and logistics providers (1PL–5PL).
• Apply INCOTERMS 2020 rules to determine the distribution of logistics costs, risks, and responsibilities, and calculate total customs payments (duty, excise, VAT, customs fee) for import-export operations.
• Analyze operational risks in international trade and propose a customs compliance strategy, including risk identification, AEO requirements, and interaction with regulatory authorities.

Assessment Elements

• Attendance
  Registration is recorded for each class and can be done at any time during the session. A student's plastic card may be required to confirm attendance. Attendance may also be verified through technical means, random in-class checks, or other methods at the instructor's discretion. Attendance score: 100% – 10 points; 95–99% – 9 points; 90–94% – 8 points; 85–89% – 7 points; 75–84% – 6 points; 65–74% – 5 points; 55–64% – 4 points; 45–54% – 3 points; 35–44% – 2 points; 30–34% – 1 point; below 30% – 0 points. Attendance percentage is calculated as the number of classes attended divided by the total number of classes, multiplied by 100%. The final attendance score (from 0 to 10) is then assigned according to the distribution above. If fraudulent attendance confirmation is detected (including, but not limited to, recording attendance without actually being present in class), the Attendance score is set to 1 point regardless of the number of classes actually attended. A student's attendance is recorded only if all of the following conditions are met: - the student arrives no later than 15 minutes after the class begins; arriving more than 15 minutes late counts as an absence; - the student remains in class until it ends; leaving early without the teacher’s permission counts as an absence; - the student is actively engaged in the learning process and follows the class format established by the teacher.
• Activity on the lectures and seminars
  Students are assessed on their active participation in lecture and seminars activity. Lecture and Seminar activity may include, but is not limited to: participation in quizzes, group games and interactive exercises on the seminar topic, polls and surveys, completion of take-home assignments based on seminar outcomes, solving calculation-based problems, written responses to discussion questions, and other forms of engagement specified by the teacher. Lecture or Seminar activity may include use of AI for specific activities. Assessment criteria: Accuracy of answers and calculations, timeliness of completion, depth of reasoning and ability to justify responses, correct use of course terminology, relevance to the topic, logical structure of solutions, and active contribution to group work. Example of an assignment: Based on lecture or seminar discussion, please prepare 1-2 examples of each type of the Regional Economic Integration and answer the question: What benefits and what risks does this level of integration create for a less developed member of the bloc? (please support your result with valid references – books, internet links, researches, etc.)
• Test
  Two in‑class tests are administered during the seminar sessions. Test 1 covers Lectures 1–4, and Test 2 covers Lectures 5–7. Each test consists of single‑choice, multiple‑choice, and open‑ended questions, with each question graded on an all‑or‑nothing basis. The final test score is calculated as 40% of the Test 1 result and 60% of the Test 2 result. Assessment criteria: single and multiple-choice questions are graded on “all or nothing” basis. Open questions are assessed for accuracy, use of correct terminology, depth of analysis, and logical structure and quality of argumentation. Question types: 1) closed questions with one correct answer, 1 point each 2) closed multiple-choice questions, 2 points each 3) problem-solving and open-ended questions, 3 points each The number points obtained by the student is divided by the maximum number of points, and the result is multiplied by 10. Retake rules: A student who misses a test may request a retake by contacting the teacher via official university email no later than 3 calendar days after the missed seminar, or within 5 calendar days of the end of a sick leave period (medical certificate required). The retake is written at the next seminar session following the missed one, or at the first seminar after returning from sick leave — retakes are not held during lectures. The retake assignment covers the same skills as the original test but may differ in content and format. The student must complete it within the deadline set by the teacher. Example of the test questions: (multiple) Which Incoterms require seller to arrange insurance for main carriage? Answers: A. CIF B. CIP C. CFR D. CPT.
• Case study solution
  Two case studies are completed in mini-groups during seminars (maximum 5 students per group). One week before the seminar, students receive preliminary materials (case description and/or supporting documents) for independent self-study outside of class. During the seminar, groups are given a specific situation or question related to the case and complete the remaining analysis in class. Each group then presents and defends their solution in front of the full seminar group, either using a prepared digital presentation or a flip chart to visualize their findings. Assessment criteria: depth of analysis of the problem and the way case materials are used, logical structure and clarity of argumentation, accuracy and relevance of the proposed solution, correct application of course concepts, terminology and data from prior lectures and other sources, quality of the presentation and ability to defend the solution under questions, equal and active contribution of all group members, and adherence to the time limits set by the teacher. All members of the group receive the same grade for the case study.
• Individual Written Assignment
  Each student completes an individual written assignment (essay or structured report) on a topic assigned by the teacher, requiring the application of course concepts to a specific operational scenario. Students receive the assignment topic one week before the final seminar. The written work is submitted prior to the seminar, and the seminar session itself is dedicated to the defense and discussion of the submitted assignments. Assessment criteria: Accurate and relevant application of course concepts and frameworks, depth of analysis and quality of reasoning, use of materials and theories covered in lectures, logical structure and clarity of written argumentation, ability to defend the work and respond to questions during the seminar, and originality of thinking — students are encouraged to draw on personal or professional experience where applicable. The use of AI tools is not allowed and will result in a zero score unless explicitly permitted in the assignment. Retake rules: Students who miss the submission deadline may still submit their written assignment no later than one week before the exam session. Late submissions are accepted without a defense and will result in a 3-point deduction from the final grade. Example assignment: Based on the lectures and your own experience or observations, select a company operating in international markets and analyze its global logistics strategy: identify the key challenges it faces in managing cross-border supply chains (such as customs procedures, tariff barriers, Incoterms selection, or last-mile delivery in foreign markets) and propose improvements using frameworks and concepts discussed in the course.
• Exam
  The exam is conducted in a computer lab via the Smart LMS platform using the Safe Exam Browser (proctored environment). Students must connect to Smart LMS from a designated lab computer through Safe Exam Browser. Duration: 60 minutes. The exam is a blocking element: if the Exam grade is below 4, the final grade equals the Exam grade regardless of the accumulated grade. During the exam AI is not allowed. The use of a calculator and one A4 sheet with pre-written formulas is permitted. A printed English-Russian / Russian-English dictionary is also allowed. Detailed exam rules will be communicated to students several days before the exam date. Assessment criteria: single and multiple-choice questions are graded on “all or nothing” basis. Open questions are assessed for accuracy, use of correct terminology, depth of analysis, and logical structure and quality of argumentation. Question types: 1) closed questions with one correct answer, 1 point each 2) closed multiple-choice questions, 2 points each 3) problem-solving and open-ended questions, 5 points each The number points obtained by the student is divided by the maximum number of points, and the result is multiplied by 10. The exam grade is not rounded. Retake rules. The retake is carried out in accordance with the established procedure. During the retake period, the student completes a similar version of the exam with different questions. The accumulated grade is taken into account at the retake according to the established formula. In the case of a retake commission, the student receives an assignment several days before the commission date, submits it one day prior, and defends the assignment before the commission. The student also answers additional oral questions related to the course (the questions are connected to the assignment but may be more theoretical in nature). Example assignment: 1. (multiple) What are main practical consequences of incorrect HS classification for company? A. Overpayment or underpayment of customs duties B. Increased risk of audits and penalties C. Guaranteed priority clearance in future D. Possible customs holds, inspections and supply chain delays
