Аннотация
International Anti-Corruption Standards (IACS) is a two-module course aimed at providing a comprehensive overview of the multifaceted problem of corruption and bribery and of the global, regional and key national anti-corruption frameworks meant to prevent and combat corruption through a combination of criminal, administrative and civil law measures as well specific prevention policies in the public sector and the private sector. While accentuating the gains in the decades of international anti-corruption co-operation, the course will also ascertain obstacles to the effective practical application of international anti-corruption norms in different national contexts as well as underscore emerging trends in their interpretation. The linkages between international anti-corruption co-operation and fair international trade will be highlighted throughout.

- Learning objectives: to provide a comprehensive overview of the problem of bribery and corruption and the risks these pose to the integrity of the public sector and the private sector nationally and internationally, and to explain the goals and scope of key international and national anti-corruption legal frameworks and the requirements these impose on national governments to elaborate effective corruption prevention policies for the public and the private sectors

- to be able to search, critically analyse and evaluate information from various sources for its relevance to a specific academic research objective; to acquire in-depth knowledge of the notions of corruption and bribery; to be able to describe the goals and elements of anti-corruption policies for the public sector and the private sector
- to develop a comprehensive understanding of the purposes and scope of key international anti-corruption legal frameworks and obstacles to their effective implementation; to be able to analyse and interpret complex and multidisciplinary anticorruption legal instruments by using systemic, comparative and other specific scientific and research methods
- to understand linkages between international co-operation against corruption and fair international trade; to demonstrate knowledge of the recent trends pertinent to the evolution in the interpretation and application of anti-corruption norms; to be able to engage in argumentative and informed debates on the subject-matters in question.

- Topic 5. The 2003 UN Convention against Corruption: role, scope and monitoring mechanism
- Topic 6. Regional anti-corruption legal frameworks (Council of Europe, European Union, African Union, Arab League)
- Topic 7. Global reach and impact: the 1977 US Foreign Corrupt Practices Act and the 2010 UK Anti-Bribery Act
- Topic 8. The role of other international fora in counteracting corruption (G20, BRICS). Emerging integrity and anti-corruption trends

- Classroom-based work and attendanceAttendance is important and mandatory. Classroom discussions are a key part of this course. Students should arrive on time. If students are late by more than 15 minutes, attendance will not be counted. The lecturer sends in advance a list of required and recommended reading materials for each class. Students are required to do their own research using the library and electronic resources. In general, students are expected to read about 100 pages per week for this Course. Classes will be structured as participative workshops in order to stimulate class discussion. Students are expected to read the materials indicated prior to each class. • use of interactive educational technologies • problem-based lectures based on the Socratic method • extensive home-reading.
- Final examThe final exam will be taken in written form and will require a reply to one theoretical question and a short essay (not exceeding 1 000 words in total) on a given subject.
