Course Syllabus
Abstract
The course "Foundations of Public and Diplomatic Service" focuses on the organization and functioning of the public and diplomatic service in the Russian Federation. Students will explore several key topics: role and significance of the institution of public service in the state; its legal and regulatory framework; varieties of the public service; relationships between civil and municipal service; procedures for entering, maintaining, and terminating public service. Such scrutinization of the bureaucratic apparatus is important for further study of sectoral public policies. A similar approach will guide our exploration of the diplomatic service, as an instance of public service - but also more than that. Students will learn about the fundamentals of diplomatic service with relevance for both states and international organizations. They will examine diplomatic practices of various foreign ministries, embassies, and missions abroad, as well as particular cases of bilateral and multilateral negotiations.
Learning Objectives
- To provide students with the ability to understand the complex phenomena of public and diplomatic service, critically assess practices of the public and diplomatic service across the world and single out important features of the Russian case using appropriate theoretical and methodological interdisciplinary approaches

Assessment Elements
- In-class participation-1Assessment during the first part of the course devoted to the public service in general will be based on preparation of the readings assigned to each seminar, participation in class discussion with the focus on qualitative contribution to the discussion, ability to answer questions based on the readings, come up with own interpretations and react to comments made by other students. Students are expected to be actively involved in seminar discussions and in-class group assignments.
- In-class participation-2Assessment during the second part of the course devoted to the diplomatic service will be based on preparation of the readings assigned to each seminar, participation in class discussion with the focus on qualitative contribution to the discussion, ability to answer questions based on the readings, come up with own interpretations and react to comments made by other students. - Colloquium-1The first (mid-term) colloquium tests the command of the material studied in the first part of the course. Each student will have a chance to tackle at least one question publicly posed by the instructor during the seminar class devoted to the colloquium.
- Colloquium-2The second (final) colloquium tests the command of the material studied in the second part of the course. Each student will have a chance to tackle at least one question publicly posed by the instructor during the seminar class devoted to the colloquium.
- Final oral examThe final oral exam tests the command of the material studied throughout the course. Each student will be invited to randomly pick an examination card containing 2 questions on the course materials. The student will have time (15 min) for preparation before answering the questions. If needed, retake will be organised in line with HSE regulations. The procedure and criteria for retake are the same as for the original examination.
