Course Syllabus
Abstract
Public sector economics is one of the many applications of microeconomic analysis. This course focuses on the role of the state in the modern market economy. In particular, the author argues for government interference in the functioning of private markets, discusses the goals, forms and methods of such intervention. Special attention is paid to the inevitable conflict of efficiency and equity in the development and implementation of government programs. The same problem arises when creating a tax system necessary to ensure state budget revenues.The main questions that are considered in the public sector economics course are: What are the consequences of government intervention in the economy (taxes, individual government spending programs)? How can government programs be designed in such a way as to maximize public welfare?

- Essay written by AIEssay Requirements: General topic: The relationship between social values and the public sector economy. Specific topic: To be specified and formulated by the student independently, based on the materials of the online course. The specific essay topic is to be presented by the student during the second class session ( ) and must be approved by the course instructor. To prepare the essay, the student must find five full-text scholarly articles from peer-reviewed academic journals, upload them to an AI, and using only prompts, write the essay based on the materials from these articles. The ENTIRE essay must be written with the assistance of AI. The essay (including the prompts) must clearly reflect the student’s personal position. The sources must be used correctly, the argumentation must be logical and coherent, and the topic must be fully explored. The essay should be NO MORE than 5,000 characters in length.
- Oral Defense of the EssaySince the text of the work is generated by artificial intelligence, the priority in assessment shifts from the quality of writing to the student’s depth of understanding of the material, their ability to manage the AI tool, and their capacity to defend the position they have formulated. The first and one of the most significant criteria evaluates the depth of understanding of the topic and the content of the essay. A high score is awarded if the student fluently explains the key arguments of the work in their own words without resorting to reading from the text, clearly defines the terms (“social values,” “public sector economy”), and understands the logical connections between the arguments. A low score is given if the student struggles to explain the meaning of what they have written, is confused about definitions, or adopts a passive stance, citing the fact that the text was created by AI. The second criterion concerns the use of sources. The student must demonstrate familiarity with the five full-text scholarly articles used in preparation. To achieve the maximum score, it is necessary to briefly characterize each article (author, main idea, conclusion) and explain how the data from them were integrated into the essay. Critical shortcomings include the inability to name the authors or topics of the articles, as well as the discovery of non‑existent or irrelevant sources (AI hallucinations) that the student failed to verify. The third criterion assesses skills in prompt engineering and AI management. The student must demonstrate the logic of their interaction with the AI: show or describe the key prompts and explain how they guided the algorithm to articulate their personal position. A high score implies an understanding of the limitations of AI and ways to compensate for them. A low score is given if the student cannot explain the process of obtaining the text, uses rudimentary prompts, or does not understand how the AI arrived at particular conclusions. The fourth criterion focuses on personal position and argumentation. The essay and the defense must clearly reflect the student’s own position, distinguishable from a mere summary of sources. For a high score, the position must be consistent, and the student must be ready to argue persuasively against the essay’s claims or defend them during discussion. A vague, contradictory, or absent position, as well as an unwillingness to defend the essay’s arguments, leads to a lower score. The fifth criterion concerns communication skills and adherence to time limits. The assessment depends on coherence of speech, logical presentation, correct use of terminology, and the ability to stay within the allotted time. It is important that answers to the instructor’s questions be specific and not require constant reference to the essay text. Disjointed speech, excessive rambling, or exceeding the time limit reduce the score for this parameter.
