Course Syllabus

Abstract

The emergence of a new regulatory environment (global – regional – national), including Russia's membership in the WTO, has a direct impact on the international competitiveness of Russian business: new opportunities open up for some industries, and threats arise for others. It should be recognized that employees of state institutions responsible or involved in decision-making in the field of regulation of foreign economic activity do not have the necessary level of advanced theoretical knowledge, practical skills, knowledge of the "best world experience".

  • To develop students' understanding of the evolution of trade policy instruments (including foreign economic policy in general) in response to long-term trends in various sectors of international trade and the conditions of international competition
  • To develop students' understanding of the evolution of traditional forms of protectionism to its modern forms and the role of geopolitics in this process
  • To familiarize students with such modern forms of protectionism as industrial policy, friendshoring, restrictions within the framework of the “green agenda,” and economic sanctions
  • Familiarizing students with the basics of the formation and implementation of trade policy by states in the context of modern protectionism
  • Developing students' understanding of the importance of constantly working with historical and statistical materials

  • Understand the evolution of traditional forms of protectionism to its modern forms and the role of geopolitics in this process
  • Know the content and practical significance of WTO agreements on Government Procurement (GPA) and State Trading Enterprises (STE)
  • Know what are Restrictive Business Practices (RBP) and the basics of UNCTAD competition law
  • Know modern forms of protectionism: industrial policy, friend-shoring, restrictions under the “green agenda,” including CBAM, economic sanctions
  • Know the basics of using monetary and financial instruments for protectionism purposes
  • Be able to obtain scientific information on the subject under study, analyze it, and formulate their own judgments about current processes in the global economy
  • Have good discussion skills to debate the topic of modern protectionism
  • Know the content and practical significance of the WTO Agreement on Fisheries Subsidies
  • Be familiar with current trends and issues in the application of TBT and SPS measures
  • Have the skills to evaluate the protectionist policies of states within the framework of existing international trade rules

  • Economic sanctions as a form of protectionism
  • The concept of geoeconomics. Features of industrial policy. Friendshoring.
    Knowledge of the industrial policy
  • Climate change, the “green agenda” as a tool of protectionism
  • GPA and STE Agreements. Restrictive Business Practices
  • Financial restrictions as a tool of protectionism
  • Anti-dumping policy and pricing mechanisms in the context of anti-dumping policy.
  • Regionalism (collective protectionism) as an obstacle to multilateral global liberalization.
  • Innovation, cluster and SME support policy as tools for competitiveness development
  • Protectionism in modern trade theories
